Single Coat Peeling
Single coat peeling is often the result of improper surface preparation before the last topcoat was applied. If all of the dirt or chalk was not removed prior to painting, the new coat of paint will not adhere to the surface. Instead the paint sticks to the dirt or chalk and eventually peels off. To fix this problem, you need to do scrape off the peeling layer of paint... thoroughly clean the surface to remove all dirt, chalk and other contaminates, then apply a topcoat.
